No, Protomotive can give you an ECU tune to go with the turbos - You do not have to use an EBC.
If you mean the OEM wastegates with the heavier springs, yes, Todd offered me a choice of EBC or no EBC on the 600 kit. I think you can also have a choice on the 700, but I am not certain, as I decided to go EBC and did not question it on the 700. External wastegates are different and I believe they require the EBC.
