Are Diverter valves needed for an ECU tune?
What type of DVs do you have? Sounds like they are leaking. And yes, aftermarket DVs can seize and/or leak. All a DV does is divert the charged air from the TB back into the turbo's impeller blades. The valve opening should be a silent event. The reason BOVs make "pssh" sounds is that they vent that air into the engine compartment rather than into the intake track. If you are getting a psssh, air is probably going where it isn't supposed to.

Sorry if I was a bit pedantic there. The honking really gives me a concern though. At very least, the internal piston probably needs to be lubricated. If it were me, I'd still pressure test them.
My rule of thumb is... never say anything bad about anything unless you experienced it yourself.

I think Forge recommends Mobil 1 synthetic grease. Good luck! If you're going to go through the trouble of cracking them open to service them, you might as well pressure test them too. You don't need any special equipment aside from the palm of your hand.
Diverter valves are necessary at the increased boost. Vivid Racing uses Forge Motorsport valves the original one everyone has copied
