If you look to the right --> you will see a list of sponsors that carry their own or various types of flashes. If you search the board as well, you can find extensive reviews on what people thought about each kind of flash. Depending on if you have an X50 or non X50, you will see about a 70hp gain to be conservative.
Where are you?
What are your ultimate plans? I ask becuase your initial choices may be diffferent if your final plans include major mods, versus just an exhaust and flash.
I'd say an exhaust is almost required... you'll get more flow and less lag... not to mention better sound. On a budget side I like a speedtech for $1900 and a UMW flash for $1295.
Depending on where you are, you might be influenced to pick a more local vendor...

If you want 650 Hp street car, don't waste your money now, yea i know you want to start slow, but what you need to understand is to make that kind of HP you need some serious mods.A good flash will cost you at least $1500 and useless when you step up, and your exhaust needs will change as you get closer to your desired HP levels.I suggest you talk to some of the tuners out there and go with one that is relatively close and more importantly one that your comfortable with.Ultimately you do what you think is best.
Now getting to your question, yes do a flash, do some DV's a BMC air filter (or a CAI box )and a free flowing exhaust and thats a goos start.

Hey Turbofan,
Where are you located. We might be able to help you out with an upgrade plan to maximize performance and money spent.
Feel free to shoot email if you would like to discuss further.
If your goal is 650 HP, and you plan to use k24/18g turbos, be sure that from the start you use a tuner which makes software for those turbos. You don't want to spend $1500 on a flash now, and then once you upgrade turbos you have to scrap it and lose $1500. I know that with Protomotive, if you buy k16 software and upgrade to k24/18g's, it's only about $300 to change to 18g software.
Several tuners offer a program for both k16 and k24/18g turbos. These would include Protomotive, EPL, and Softronic. There may be others which I'm unaware of, but I know for a fact the 3 above do. I went with Protomotive and couldn't be happier, but there are also similar success stories with EPL and Softronic.
Just my $0.02...

There is really nothing sounds stock with better performance. The best you can do is a quiet version of some brands, but they're all louder than stock; especially when WOT.
