PCCB e-brake on aluminum hats?

I was chatting w/ someone about aluminum hats on race car brakes and how they can't be used w/ e-brakes. Somewhere in our conversation it dawned on me the last time I had my pccb rotors off, both F&R heats are aluminum (I'm 95% sure). The rears don't have a steel liner for the e-brakes. How the heck do they get away w/ that? They'll hold on a hill, but if you ever pulled it at speed (which is why its called an emergency brake) the pads will load up and stop working? Is the hat embedded, cast w/, plated w/ something that allows it to work?

Im really curious...

Actually I had a wilwood brake setup on the rear of a c5 corvette that used the e-brake setup that is very similar to the Porsche ebrake system. It worked just fine and the wilwood rear hat was aluminum!

An aftermarket wilwood setup even though it worked fine, prob wasn't tested to federal standards?

Though, doing some more digging the best article I can come up w/ is (NTSA Title 49):

They don't list a moving test. Just has to hold on a 20% grade and not break when hit @ 2.5mph.

Porsche doesn't list different e-brake shoes for pccb. I still wonder if you grabbed it at moderate speed if it'd gum up and stop working. Just doesn't take much heat to soften aluminum. I know mtn bikes once tried to use aluminum rotors and were somewhat sucessful w/ special pads. They aren't around any longer though
