its not rusted, the brown stuff is cosmoline sealant put on in germany most of the stuff is aluminum the bolts are coated so they might have corroded a bit but not rusted.

If cosmoline is washed away, bolts will corrode. Nowadays treatment procedures for ferrous metals in Europe are strictly controlled, so they'll withstand oxidation less than they used to.
