Failed California smog test, need advice

I talked to a smog tech that I know and he got me worried. Apparently recently here in Santa Barbara County, the emissions enforcement folks have been hitting a lot of the local smog shops with a bait car that has various things changed with the emissions equipment. They busted a bunch of the shops for not performing adequate visual inspections.

There was a tech who was busted and convicted for passing cars...
1. Develop a long term relationship with one shop/one tech. If they know you, year in, year out, they know the risk to them is low.
2. Never refer anyone to your shop.

The undercover work going on right now on smog shops is real. One in our town (unfortunately mine) lost their smog station license due to this. So now all the other shops (all 2) are being overly cautious.
I can confirm the strict visual inspection part. Despite putting back my stock airbox, I still had a red AP F hose on the car. The smog tech kept inspecting the red hose and for a moment there, I thought he was going to fail me for a colored silicone hose.

I think he used commonsense that there is never P 911 turbo car or F or L bait car. Who would sign/authorize to buy high ticket cars to just keep in facility and all its function was tampering emission equipments as smog bait cars.
If your car was Lincoln of Ford with red AP hose, you know he will fail it.

1. I am not from the city. I currently live here. I am from the midwest actually and have lived in Missouri and Kansas and even traveled to Arkansas unfortunately (not by choice!).
2. I am the reason Calif is bankrupt? Well that is quite insightful of you. Calif definitely has its issues, but we have one less issue apparently now that you're not here.
3. Thinking I'm better and smarter? Again, where do you come up with this stuff? You must be quite an angry and bitter person.

I have the same problem with a Calif Smog Testing. I have the the Softronic and a Europipe II Loud with 100 cell cats. I am going to try the stock flash since the Smog Tech who I have known for 20 years said it was running rich, but not like a failed cat.
But for real... all the cars with EVT700, GT700 and heck even my GT800 actually _passed_ the SMOG emissions test here. Todd/EVOMSit doesn't turn off any of the 02 sensors yadda yadda so it's in ready status
I think it has a lot to do with what is done as far as ECU tuning and whether or not certain OBDII functions are turned "off" and hence the car is never in "ready" status perhaps?
