brake issues on a friends 01tt, any suggestions>>>

one of the guys in my run group was describing a nagging brake issue he is having on his 01 996tt. on medium to hard braking he gets a vibration or shimmy from the front end. he had the rotors changed, pads changed, calipers remain but the problem persists, he had the wheels rebalanced as well. could it be something other than a brake issue??? i thought of everything this weekend but could not come up with something that made sense. any input would be appreciated.
thanks,
mike

Don't know what kind of pads he's using but Pagid oranges are know to leave deposit buildup that causes brake judder. Stock pads will also do this from over heating.
