How do you get the side IC duct trim off, I want to paint the grey plastic liner

How do you get the side IC duct trim off, I want to paint the grey plastic liner

How do I get the plastic peice out inside there? I have tried everything to get it black to no avail. Has anyone done this? Will the paint stick to that? Thanks

For the bottom on the rear bumper, I don't think those come off, but I may be wrong.
