Sorry no pics but basically when you look at the headlight it does not look smooth, it looks slightly distorted with some pebble sized bumps. I can see some of yellow discoloration on the lenses still and there is a little clear overspray around the rubber parts around the headlight. It feels as smooth as a car with a bad paint job.

They may have sprayed the headlights with spar urethane or some other uv protectant. You may be able to clean them up (and the surrounding parts) with mineral spirits / paint thinner, but you will need to be extremely careful.
Worst case scenario, the parts with overspray (and the lights themselves) can be wet sanded to get all of the spray off, you just may have to take it somewhere to have it done if you are not comfortable wet sanding.

just remembered , there's this place in burbank, DC autocraft; they do all the repairs for porsche, lambo, bentleys, ect.. if you are really intested in this car, take it there.. there's a reason it so cheap; either it's a damaged car, or its a somken deal... either way, its on your mind!!!!
