electrical question

Searched the forum but didnt find any cars where the dash voltmeter was reading below 12, the car is acting like its not charging BUT the battery still turns the engine slowly and the Digital voltmeter reads 20v. The digital voltmeter was checked by me on a diferent vehicle and is accurate. Any one know a good indy shop in Austin Tx?

I borrowed another digital voltmeter and mine is not accurate, so forget about the 20v. my real problem is that at startup i see close to 14v and it rapidly degrades to 12.1.. baterry voltage reads 11.8 and starts car at a slightly diminished pace, i am still interested in info about the indy shop in Austin.
