I agree the spoiler that abuts the bumper is stock (or appears so), but there are extra little wings that have been added, that do not appear stock. At first I thought this was the c4S lip, but know I see there is something more on the sides.

I don't think so...the c4s splitter does not have the cut-outs. Its looks like it might be a c4s splitter installed BELOW a stock splitter, but the shape is not right and there is not any material I can see in the center section, and the c4s splitter runs the lenght of the bumper.
