Life RUF do, of if you upgrade do you have to do both ???

I'd think that in a car in which the two turbos kick in at different times (Twin-Turbo as opposed to "Bi-Turbo") it shouldn't matter. It would probably just increase Low-End or Top-End RPM performance/power. It's probably done for economical and practicality purposes but I really don't know from my minimal knowledge.

Bad idea in a twin-turbo setup (as opposed to sequential). You will end up having different back-pressure between each bank of cylinders that feed each of the turbos.
