contact the city offices in Miami and ask for info on business licenses. Find out who the owner of the co is.

I hate to say it, but this company looks like an elaborate scam. A just reading the page on their website under 'Technology' the wording sounds like someone who doesn't really speak english wrote it. Obviously just my opinion, but I wouldn't be surprised if this company has never produced any wheels.
A Google search shows NO images of any wheels from these guys.

If money is not an object, google "attorneys in Miami"
talk to the fbi internet fraud unit or the local fl police fraud and see what they have to say
the reason is because you have about 4000$ lost. a lawyer will cost 2500$ just to get started and approx 200$ per hr after that and the chances of getting your money back are slim and you wont recoup the lawyer costs

What he said. And remember the more hours the lawyer works, the more they charge. It's also possible the company actually never existed as a brick and mortar company. I could have had just a web presence and you don't even know if it was even in the USA.
