If you don't plan on driving with it, you can probably get away with the $40 one. Its backing plate is plastic. I can't say anything about the metal back ones. Maybe they flex too, but I don't know.
Hit me if you want the guy's email address. I don't want to put it here without his approval.
I've had the aluminum ones and they were fine at all speeds. I did have mine rotate backwards backout of tow hook spot. It is a temporary fix any how correct ?

that was what they guy that sold them here and r-list did for mine after my reportage to him it blew off at speed. granted i had it the farthest right hole mounted as to have the plate as far right of the bumper as i could. but it was he that had decided where the holes would go, and that gave the end user the options as to pick one of a few to alter the ultimate placement on the tow hook itself.
so he originally had one metal plate, one plastic plate, and then gave me the reinforcement piece which is 1/4 inch thick and isn't coming off anytime soon. though i do ( obviously ) tighten all the backing nuts/bolts on the metal piece periodically.
mine caught some weird updraft when it flew off originally. ya know, just another vortex
edit: cant find my old emails with where i got mine but for 40 bucks no shipping I'm sure this'd do fine. its more elaborate than the one i have which simply screws into the receptacle. it isn't complicated.

I bought the usmillswork quick release version. After you screw into the tow hook hole, the ball and socket adapter allows you to pivot the plate in any direction. It also comes off and goes on in about 3 seconds with the slide on bracket. (You leave the tow hook bracket screwed in) I want to custom fab a GoPro mount that can utilize the same slide on bracket for my spirited canyon drives
The plate fits perfectly into the milled plate holder. I have a black rubber license plate frame on the outside

^ man i couldn't have that hanging out of my tow hook receptacle. since i'm plateless 90% of the time. the original i can stand, but that looks like a probe. i dunno.. but it does looks sturdy enough!
It blends it pretty well with the blue paint. I've thought about a tow ring attachment, to justify the fact I leave the screw attachment in all the time.

now THAT I could understand. the tow hook that hangs never bothered me, but I just use the oem on that came in the bag cos idgaf.
but that thing you've got would be great! .. esp with a go-pro affixed
When I am in the beach areas I put the plate on the passenger side of thewindshield and have never had a problem. Other cars around me havereceived tickets but I have not received one. As I understand it if theplate is visible from the front it is legal. When I leave the area I put it back behind the seat.
that wont fly here. i got a ticket while it was placed on the dash at the window, plainly visible even years ago. *here* it must be affixed to front of the car. i swear. different regions have some discretionary leeway i guess.
