Engine Noise: Noisy Idler Rollers?

My car has 25K miles on it and it has been making this stupid whinning noise. its RPM related. I took it to a local Porsche dealer and they told me it was caused from Noisy Idler Rollers. They said it would cost me $700+ to fix them. anyone heard of this? is it BS and why isn't it covered by my warranty? I'm going to call some different Dealers and maybe Porsche NA.

BTW, they charged me a cool grand for the 30K "checkup". Is this typical?

Idler rollers are the belt rollers. They are not cheap. It is not internal.

I had all my belts and pullies repalced and the noice went away....
