Spoiler help

Just fitted the Gemballa rear lid and about to put the spoiler back on, the problem is that the spoiler will not lock in, it slots down and when I turn the outer tube (roughly a 1/4 turn for it to lock) the inner seems to be turning also. It popped out no problem!

Any advise?
