So with my current stage 2 with the bar at 1.0 to 1.1, do I need updated software if I get the k16/k24 hybrid turbos since it's the same boost level as a stage 3?

Yes,
boost is very small part of software equation.

and get your software from the SAME place as you get the turbos: it is a package made to work TOGETHER!

I am confused. Aren't a lot of the power gains done by virtue of increased boost or ability to increase boost?

For example, are there instances where the boost stays at 1.0 bar and the HP has continued to increase with changes past the typical exhaust, intake, etc?

My question is do I need to get the software if I upgrade to k16/24 hybrid (stage3) if I'm already running 1.0 with my stage 2 kit?

You sshould really talk to your tuner or whom you are buying the hybrid turbos from. Marty is correct that you really should "match" ECU tuning with your upgraded components.
