I remember going through some calculations when I supercharged my car. I thought I was going to get 490-500 at the crank (actually ended up with a little more), and I think I calculated, based on the 997's drag coefficient and all available comps, that 500hp in my 997 would get me around 202+ theoretically, but I am gear limited to 186-188 range.
I saw 201mph (speedo) in Mexico with my Ruf 550 before it got the UMW treatment. The car had a lot more to go but I ran out of road. I do have the taller 6th gear but the rest of the gearbox is unchanged. I can't wait to try it again and see how much faster I can get to 200+

n.b we have the shorter 6th gear (i.e stock) but a raised redline of 7100, with top speed of 205mph, with longer 6th a 550 r turbo is capable of 350kmh or 217mph

Current power 420 BHP.
Current top speed 190mph.
So to get the extra 10 mph (5.3% lets call it 6 to be safe) you need an extra 20% power so another 84 bhp. Therefore 504 bhp is capable of topping 200 mph.
The 996 TT has a rev limit of 6750 rpm and does 28.8 rpm in top so to breach 200 mph you would need to raise the rev limiter to approx 6950 rpm.
Weight has very little to do with top speed, just how quick you get there, it's mainly a function of power and aerodynamics.
Disclaimer, I'm no mathematician or engineer so my calcs may be shot down in flames.

even a 300hp car could hit 200mph if you stretch the gears out.
But you will be compromising your 0-60 time and etc...
Its all about the gearing. 911 TT have more than enough power to hit 200mph.
Aerodynamics come second.
