Value of a 2004 C4S?
I saw a 04 c4s on autotrader yesterday for 45k obo so I think you should look else where. 65K+ could put you into a nice 01-03 Turbo. Plus with the thought of that car never being driven. First think that comes to mind is the all the seals and oil surge.
I dunno, It REALLY depends on the colors/options. if it's equipped right and a good color combo, I think that the really low miles would/could warrant a price above 60K. it just depends on how badly you want that car, and how much you will drive it. if you intend on driving it quite a bit, any premium paid for the low miles will go right out the window, and then I would recommend going with a 05' C2S.
Porsche engines are meant to be driven... almost a 4 year old engine that's no even broken in? think about all the deposits and seals that are not that well lubricated and become crusty.... inside the engine.
There's no way i'd give 70K for a 996 C4S. That's creeping into 997x territory and the 1K miles aren't much of an inducement unless you're a collector.
I have a lot of car friends with '04 to '06 cars with 1000 miles to 3500 miles. Seems kinda senseless but they’re their cars.

i have a feeling that just by the 70K quote, that he's not going to be realistic about what he wants for the car.

I'd definitely stay away, not just because of the low mileage. Obviously, you two are friendly neighbors--if the car turns out to be a lemon, you'll resent him forever. Not worth it. Let him sell it to someone else, you can find great deals on 996s these days.
Definately have a pre-purchase inspection performed if you do persue the purchase. There's a very low mileage 993 that's sitting in a local porsche shop with it's engine on the floor for a total rebuild, since it wasn't driven enough to keep the seals from drying out. With only 1k miles in 4 years, the engine will probably not be in exceptional condition, as others have pointed out.
