HID ligths not turning on...

HID ligths not turning on...
Any ideas of what to look for?
About 30% if the time that I turn on the HID lights they will not come on. I either turn off car, restart and have success or flick lever to high beams and after some time the low beams will come on. It appears as thow it is more frequent after rain. Also my reverse lights on not working. All fuses are fine. Car is 99 C2 with HID upgrade.

Start simple check the connections, other than that it seems like the ballast or ignitor is going bad.
Check the bulbs on the reverse lights, or it might be the switch on the transmission.
