What do you need to convert 99 MKI headlights to 2002 MKII?

What do you need to convert 99 MKI headlights to 2002 MKII?
I'm curious if anyone has done a facelift of their MKI to MKII front? I've heard different things. 1) you need fenders, headlights, front bumper. 2) headlights and bumper only.
