Your pcar won't drive as well with 19's and lower pro tires (just my opinion having had a 996 ). Plus who knows what the offsets on these wheels will be, are they a staggered fitment, have specs etc?
IMO a set of clean 5 spoke 18" factory wheels with 7mm HR spacers up front and 15mm HR spacers in rear, slight bit of suspension lowering, looks hot on the 996.
Plus, if you roll 19's on there and do not lower the car, you will have a bit of unsightly fender gap. An alignment is in order as well.

oh and likewise, the 20" Techarts on my 997 perform like cr@p. But they look sick. I've since gone back to 19's since I love shredding the corners more than just showboating 20's.

this is my car. What wheels at a decent price can i put on this. I am thinking like a gloss black or matte black color wheel.

why not try painting your current wheels black for a start?
OZ wheels look pretty sick in black and are not too terribly pricey-
---------
(I think these are OZ's)
Or, look for a set of GT3 wheels from the 996 / 997 era - You can get a decent aftermarket set for NB cars at around $1k:

Check out this 996 to 997 GT3 conversion video, the classic RUF 5-spoke wheels are a nice choice as well: http://www.youtube.com/watch?v=PaFeTR-1lLo
I did similar on my previous 996 for the front bumper (after some a-hole backed over the front of my car with his truck!!) but I went with the 996 GT3RS version, and I had my buddy Brian down at afterhoursautomotive.com in Long Beach cut in the RS top bumper vents / reinforce with mesh and fiberglass. Looked sick. Your pcar is coming along very nicely-
