What is your idle (cold and warm)?
What is your idle when cold (cold starts) and warm (operating temp)
I'm in California, and my cold start is at 850-900RPM warm is at 450-500RPM.
I'm asking if this is a normal RPM idle in weather between 70-90F degrees.
Out of curiosity, how do I adjust the idle higher or lower?

Same as Funnel's...cold idle approximately 1100 rpm, warm idle about 700-800. That's on an '02 which comes with an egas (not cable) throttle...the '99 and earlier cars had a different engine computer and cable-actuated throttle
It might be worth your mentioning model year, transmission (manual or tip), etc.
As for idle speed--if you have a non-egas car then there's an idle air control valve assembly that hangs off the side of the throttle body. It's responsible for controlling idle speed. Sounds like it's time to break out the carb cleaner and give the throttle body and idle air control valve a good cleaning. Getting the gack out from those areas may well solve the problem. Good luck.
