996 Top Needs to be Manually Opened

I am in the process of purchasing a 2003 996 Cab. When I go to open the top the clamshell opens and you can here a motor whirring as you press the button but the top does not move. It can be opened and closed manually but it's a pain. Any idea what this may be?

Low on hydraulic fluid. You probably have leaky pistons. I went 2 years refilling it before i put a set of used pistons.
