Dealership in Bay Area willing to give IPAS to owner?

Called the Rector dealership in San Mateo that used to service the 996 I bought. They said it would be $170 to get the IPAS codes and also needed the car in house.

This seems quite contrary to what I've read in the forum. Has anyone found a dealership that is willing to provide the IPAS with just proving you are the owner?

Update: Walked into Northern California dealership and got codes no hassle at all. Not taking my car to Rector.....
