Sounds as if the next logical step is to check the starter.

I have followed the instructions here to get access to the starter:

I should be able to test with a volt meter and see if the starter is getting power when the key is turned. If not, can I assume that the starter or starter solenoid is bad?

Tested the starter - no voltage to any of the terminals when the key is turned.

Bad starter? Bad starter solenoid? Or something tells me it could still be a battery issue (even though NAPA tested it passed at 750 CCA).

If there is no power getting to the starter, it is unlikely the starter is the problem.

Yeah - that's a duh moment on my part.

Is the starter solenoid on a 1999 996 part of the starter, or a separate component?

From the manual, it sounds like the solenoid is part of the starter...

Looking at the parts catalog, if you are certain that your battery is good... Perhaps the starter relay (S7) could be damaged. It's not in the front - description says - central electrical system rear end. There is a block of 12 relays (2 rows of 6).

I tested the starter relay with a 9v battery and it energizes.

OK, then the power on the high amperage side isn't there or isn't getting through. Can you jumper from the battery to the starter itself.

Found that pin 30 of the starter relay is not getting 12v when the ignition key is turned. That seems to point back to the recently replaced ignition switch, or the wiring.

Nice! Now it's just busy work to figure it out. Power that pin on the starter switch and you'll know whether it's switch or wiring.. My bet is that it's more likely to be the switch than the wiring.
