Central Air Vent Stuck

Greetings. I just purchased a 2000 996 and vents wouldn't turn off. After checking the 4 actuators both in and out of the air box they all function....however when the central air actuator (passenger side above fan) is re-installed the larger of the two moving parts (large gear) does not move and clicks away. I pulled the cabin air filter and found the flap (with the geared socket) does will not move. Looking for info on how to get it it freed up again so the system will work. thanks you for the help !!
