i think its illegal in many US states (I know its illegal here in MA!!)...damages roads too much

They are not illegal in CA. I remember being in Tahoe when it was dumping and they closed certain roads unless you had chains or snow tires.
That said, just get a set of snow tires...they work like a charm. Here is the link to the rules for using chains v. snow tires in CA http://www.dot.ca.gov/hq/roadinfo/chcontrl.htm
If you have snow tires, then you don't need chains, unless you are on R2 or R3 roads. If you have a C4 with snow tires are OK on R2 roads, but R3 roads require chains regardless.
