I wouldn't think it is a joke...I saw this car at Thunderhill (sorry for the lousy pic) and it was the quickest there, so there is a reason for it being so far up but not for street use, only track car:

You guys may not laugh too hard once you realize what this car actually is.
This car is owned by a gentleman named Steve Beddor from MN and the picture was taken during the 2001 Virginia City Hill Climb, where this RUF CTR2 bested it's closest competitor, a F40 by close to 6 seconds.

While the wing may seem a bit "over the top" for a street car...the functionality of this is needed at the speeds this car attains.
