rockamoto is infamous around these parts
I ordered my car with the painted lip from the factory. Knowing what I know now, I wouldn't do it again because even at stock ride height I had to replace it twice! Ultimately, I went through three of the painted factory lips before I switched to the aerokit front lip. Looks better, has better clearance than the stock lip and my car is lowered. I got mine through Sharkwerks.

It does protrude forward/outward so you're right it does give you a lil' bit better clearance
