Yes, the set comes with a left and right clear side marker and a pair of bulbs to make the transformation complete. Unfortunately we can't not determine the price until you add them to the cart.
It is illegal to run with a blue bulb. The kit comes with the orange bulbs in each of the housings but also comes with the chrome bulbs so you can swap the bulbs out and not have to deal with looking at the orange bulbs through the clear side markers. Shown below is a picture of the bulbs that are included and a picture with them installed.

I like the clear markers and have a set with the amber bulbs...and I got pulled over by DPS, ostensibly for no front plate but he also wrote me up for not having "amber reflectors". My lights were on when I was pulled over so I told him they were lit amber but that argument fell on deaf ears - he said the law was reflectors. Anyway, I stopped talking then since in Texas it's just a "no fix" warning.
I have to say the front license plate rule drives me nuts, we have one here in Ohio too. I'm no lawyer, but I don't think the officer understood the law. All in all I'm glad you got away with just a fix it ticket though.
