The rear fog light is present to let cars behind know where your inside rear corner is, so as to help in high-speed passing during poor visibility conditions. It allows a fast approaching car behind you to know better where your inner rear corner is.

So in the UK, for example, only the right side would illuminate. This may be why in the Middle East both light up- Porsche might now know which side they drive on.
