the 3m adhisive remover does not hurt fully cured paint.
but if it's on bumper like rec racing said - heat it up with a dryer and losen the adhesive up and remove it.

just be patient as this is time consuming to do it right (30 mintues or so).

WD40 has worked well for me when I had to remove those dealer decals some dealers put on the rear of recently sold cars (always annoys me).

I'd have them remove the decal as a condition of sale, but as you already have it, the chemical recommendations probably are best, as the paint should protect - its paint, after all, to stand up to acid rain, bird poo, etc... so a little adhesive solvent, like tar remover, if wiped off soon, isn't an issue. Warming also helps, even if it only lets you remove the sticker and get direct access to any remaining adhesive.
