I assume "top of the electronic meter" means way up with further bars to show. This is one bar above the upper arrow, right?

How would you know if you are filling to the top, but not over? Filled-to-top would show full electronic bar just as over fill would. How do you determine that you are just full without overfilling?

No not the bar above the arrow. To the arrow and thats it. You need to go slow. Put in 8 qts and then go .25 qts at a time.
