Only one basic mod what is best?

+1, On a NA vehicle, a well set up suspension will make a bigger performance difference then some small power bumps.

I don't disagree with these, but I would do a Proper Alignment first and then do the driving school. When you are comfortable with your car and your skills, then upgrade the suspension.
One of the first questions you need to answer is what is your goal with any mod you make. IMHO the first mod should be the one holding the wheel. Do a DE or two to learn more about the car and how your driving skills mesh with its capabilities. Then mod the car to correct any deficiencies you percieve that the car may have.

TIRES.
Better and grippier tires improve acceleration, braking and cornering. If there was only one thing that I could do to ANY car, I would find better and sportier tires.

OK...I hate to go against the grain, but I'm going to have to disagree with the comments about headers and cats. It's been shown that aftermarket cats add great sound, but nothing much in terms of power gains. Headers on the other hand, will also effect sound, but do yield gains in performance.
If I were in your shoes, I would have a hard time making the decision. There's not one single mod that will transform the car. What you'll find is that many mods work in concert with each other better then they do alone. For example, headers and exhaust will yield small gains, but really become noticeable when you add an ECU tune. When you do all that, the car will feel faster, but then you'll want to keep it planted on the road a little better with a set of coilovers. Personally, coilovers would be my first mod. Simply lowering the car a little bit makes a world of difference in handling, but also helps appearance.

1. Clear bra on front hood and bumpers.
2. Proper set of rims/tires - PS2 or RE-11 or ...
3. Alignment
4. DE, auto-x, classes to learn car.
5. Any electrical and interior upgrades - bluetooth, iPod, etc.
6. Power mods as set of headers+200 cell cats+mufflers+ECU flash+intake.
No need to separate this, it is a single package.
7. Coilovers + GT3 LCA + sway bars. Also a package - redoing suspension
you do a lot of changes. I would not put it before power package as most people can benefit from more power but never have a need for stiffer track style ride.
I am at step 6 getting ready to finish step 4 properly and proceed to step 7.
After step 7 as it seems it will be time to sell this car and get GT3 or Turbo.
Shown by whom? I did not care about what it would show, then did all that work and saw with my own eyes on same dyno what difference it all made. And car still has same headers. So, to each his own, I would say.
I agree with you. The best gains are shown from the sum of all the parts. FULL exhaust and ECU. However, I disagree that adding hi-flow cats on their own will yield any power gains.
