...nope, not a LEO with the lights on but a very young driver that is clearly texting while driving.
I quickly changed lanes. Drives me nuts when I see such inattentive drivers. Even though they passed a law here against both texting and holding a cell phone while talking, it doesn't seem like it is being enforced. 
In the meantime, continuous defensive driving required.

TAILGATER....you jack ***' know who you are! Here in Nashville are some of the worse stupid drivers I've ever seen in my life. These idiots will drive 3' from your bumper while you in the slow lane.

young drivers are bad as is.. IDK why cause I got my license when I was 17 and I was/ am a very good, cautious driver...
anywho... yesterday some moron in a mini van was going thru an intersection while clearly texting... in two lanes wiith a huge gap in between him and the cars in front because...what a suprise he was looking at the phone and not the road...
my bigger question is I dont understand how someone cant talk on a phone and drive at the same time... its not a hard task to do... while I dont do it because its just not necessary if I had too I could...
I was drinving home in some stop/go traffic on I-77 last week in my 997. The traffic broke for a minute and we got up to about 40 for a 1/4 mile, then we came to a stop. I look in my rear view and there;s a mid 80s Ford LTD coming at me and all I see the thru the LTDs windshield is an open map!! I've learned to always leave 1-2 car lengths as an escape route but I had stopped traffic to my right and a jersey barrier to my left.
At the last second, Numnutz in the LTD decides to put the map down and look. I'm stopped, hes' doing 40 MPH and I see the whites of his eyes in my mirrors. I pull a few feet to the right and he evades to the left, into the barrier, tires screeching he comes to rest (with trhe help of the concrete barrier and now crumpled front drivers fender) about 2 feet to my left. He miraculously missed me... I think would've killed him had he actually hit me.

it is also a against the law here in toronto to hold a handheld device while driving. and yet, people still do it....then they complain when they get caught.

I'm sure we've all seen lots of craziness out there. Just yesterday, south of San Jose on 101, I saw my new #1. It was what looked like and 80 year-old guy in a 60's era Dodge doing about 80-85 mph on 101 - the car and driver weaved badly and couldn't stay in his own lane. I just don't understand why license renewal is automatic w/o any type of test (well, other than the money it would cost that States don't have). The previous #1, no lie, was a guy driving a Honda Civic on I-680 playing the flute!!! (The Government requires all manner of safety features built into cars but the the best feature, driver education, is ignored. Go figure. Sorry for the rant, pet peeve.)
You think it's bad here? Take a trip to any third-world country! It's insane! Still plenty of dumbasses here I agree, but you've never seen anything like downtown city driving in the third world. There are pretty-much no rules at all, including contact.
I agree, and that is one of the reasons I spend little time visiting third world countries.
Bad drivers
The Law of Perverse Outcomes is at work here. People feel so safe in modern cars that they behave in dangerous ways. Also known as the "I'm A Moron Effect" and the "Because I Didn't Mean To, I'm Blameless" doctrine.
After one 'At Fault' incident, the driver should be required to keep a grocery sack full of glass shards and packets of rubbing alcohol in his/her lap at all times while underway. It might not fix everything, but it's a start.

It's absolutely crazy the amount of bad drivers and then you notice they are using cell phone or texting. It's even more unfortunate for innocent people they hit. I have seen people texting and trying to make a right turn onto the ramp on a 3 or 4 lane highway from the far left lane!!!
Not the worst....but odd nevertheless....
