Aftermarket seats with heaters built in are very rare (like zero). But there are a number of quality kits designed to add seat-heating under the upholstery of existing (or aftermarket) seats. The work is typically done by an upholsterer which creates the majority of the cost but it works well.
I suspect an equivalent kit could be found and then sent to that Dallas company to 'reupholster' a steering wheel. The apparently do outstanding work.
So all very doable. But not off the rack.

We added heated seats to my wife's Jeep Liberty when the dealer added leather seats, similar to what Verde is speaking of, but not heard of anything for the p-cars.

You could potentially get Porsche seats and switches from someone like Silver Star Recycling. I previously used LA Dismantlers but they seem to have gone down hill according to another forum.

I am having heaters installed in my stock seats in 2 weeks. They are seat kits that you can find for a DIY. Just google heated seat kits and you can find one.

Never seen an aftermarket heated steering wheel.
