I bought the module from Frank and I was told this is what this module does.
I saw another post that someone said that's what Frank's module does. I thought if you get errors, you need a resistor but Dectane lights came with the resistors integrated now.

Ok, for all the guys who've changed their front fog light assemblies to the LED versions (ie: Rottec or OrangeTuning), you will have resistors either built in (Orange Tuning) or as an add-on (Rottec) to avoid the error message on the dash.

If you want the LED versions to behave like the 997.2 DRL, you will need to do either the Utkinpol $2 Hack, or buy the Dectane Module from Frank@ Orange Tuning and tap it into the lighting system as detailed out by TT2911. With the Utkinpol hack, you will need to leave the switch on the Home position for the LED to behave like DRL when starting the car. If you leave it in the Off position, the LED will not light up when starting the car. With the Dectane Module, you will have the LED behaving like DRL when starting the car. It does not rely on the switch being in the Home position.

I hope that clears up some of the confusions.

ok, i figured out what was the problem, and i was able to do the correct installation and every thing is working great now ...... thanks RaidersR1 for offering to help though

since my car had it's HIDs on as DRLs already, do I still need this module to created DRL function in the LED strip? I wish to have both on at the same time.

Yes, you do. This module will allow you to use the led lights as drls. The module is connected to the battery directly for power and turns on the drls when you turn the car on and turns the drls off when you switch on low beams

They look the same. I just ordered them from FVD. I'll post some pics when I get them.
