I don't think it can be changed to 65.
As for leaving it up. Sure I guess as it will always supply a little more downforce and airflow but at that point, get a fixed spoiler or ducktail as I did.

Just show 'em the switch that makes it go up and down at any speed. Of course that trick won't work if they're using radar/lidar.
