If you don't like dust, do you like wearing out rotors or poorer brake performance?

There is no free lunch. That energy has to be dissipated somehow, either by the pads or the rotors or less performance.

I currently use Pagid yellows for track and street. They get noisy on the street if you don't get them hot for awhile. When mine start to squeal I go to the country and do a few hard stops and they quiet down.

Paged has a street performance pad (blue?) that I used for duel purpose before I moved to the yellows and r-comp tires for the track. You might want to give those a try as they're designed to be an intermediate step between street and track.

The pagid blue 4-2 is not much good for any track work, I get pad fade with them very quickly. I use PFC08 for track but they shriek like a demon (even on the track).

Try the Porterfield R4-S
IMHO the best street / track pad out there
Good stopping power for street and the track, they sometimes squeak a tiny little bit on the street (but by far not like Pagids) and they're reasonably priced
