Metallurgy, I believe, dictates the engineering of any items. As soon as I opened mine and that sticker is as big as the unit itself, I knew it was an impt item to worry about.

I just snug mine down. The only thing I used a torque wrench for was spark plugs just because I never did them on this car before.
To answer the OP s second question, a pipe plumbers wrench will grab onto the overhang (which hangs down) from the drain plug. The wrench will sit horizontal and probably flat against the oil pan. (if that makes sense). A small wrench will probably work best. Shouldn t be a problem.
And that's precisely why 90% of those oil plugs are almost rounded on vehicles that I serviced. 
Fyi, I use a torque wrench on almost everything. If the manual states it, then I use it. Heck, 50% of my car work is researching torque values.

haha yes I learned a valuable lesson. ALWAYS go with gut instinct when you see a damn label!!!!
But on another note, I'm liking the penzoil 5w40 im running now. Everything appears fine about 500 miles later
