I haven't considered that yet and honestly living in San Antonio, TX I honestly thought I'd need one this year. My last 997.1 was a tiptronic and it had that, but so far this year my "S" 6MT hasn't really gone into the danger zone.
I am still considering F/I and I'm on the fence post. If I end up going that route without a doubt I'd consider it.

Yea...the kit itself isn't that expensive, and the install is easy. With the cover off, pretty simple to plug all the parts together.
I wanna say like $250 all in for the parts. If your cars coolants never been replaced and an 07, would be a good time to throw that kit on there.
Youre potentially looking at an "FI" car....? meaning a 997.2?

I considered the TPC turbo kit for my last 997 (standard and tip) and I was on the fencepost given the high mileage it had (145K). I had the oil analyzed and there were no issues. My current 997S (manual) just reached 60K and I may do this in early '17 especially since it's low-boost at 6 psi which is what i ran on my E46 M3 and no issues.
PatrickBateman: I had my fluid changed earlier this year and I haven't had any issues even with the Texas high heat. It's an option though I'm considering - just not at the top of list.

I'm back to bolt-ons and I can't really justify the $10K+ just for turbo parts, and I'm back to bolt-ons with the IPD plenum, GT3 throttle body, exhaust, drop-in filter and tune for ~ $3k and wondering if it's worth it to get close to 400 HP?

I don't know that your list will get you to 400 HP, maybe 375-380. What some of those will do is make the car a bit stronger under certain conditions. The plenum and throttle body will improve top end airflow, making the car stronger than it is now at the top end. The exhaust will improve mid-range and top-end. The drop-in filter might improve top end and throttle response. The tune may optimize these mods, but with these motors, I'd be careful with a tune and only used tried and true tunes from reputable places that has successfully run high mileage on them.

Well...Ive got all those parts youre considering, and each is a piece of the puzzle delivering what some are looking for.
Over the last 3 years of owning all those mods, looking back, I feel it might have been more enjoyable to get to know each mod's actual worth to me by way of adding only one mod per year...I typically go all in, and just ordered and installed everything at one sitting, and installed myself within a months time of eachother.
For an NA motor... Im just not impressed with ECU tuning one bit. Audi and VW NA motors took to a tune worlds better than my 997.1 car. I can tell the tunes there, but for me, its just not urgent enough power delivery compared to my other German vehicles.
It could indeed be due to the IPD Plenum and GT3 throttle body too, as I did lose low end pull for sure after installing. it pulls quite a bit harder in higher RPM's, and the added intake type air whoosh sound is nice.
All this being said, im thinking about going the other way... back towards stock. I will certainly stay with the High flow Cargraphic cats for flow and power.
I wouldn't consider turbo bolt on...TPC or other. lowers value and potential buyers. Riding 150-200HP motorcycles is my way of turbo plus performance.

Interesting. This could be why the Porsche independent told me to not bother. I'm looking for a little more power without going F/I again. On my prior E46 M3, I went from stock 333 HP to well over 500 using an ASA blower tuned by ESS Tuning. I suppose since then I've been looking for similar power, and I should've bought a Turbo - just wasn't in my budget. For $10K though for the TPC kit, much like ESS' kit, the dollar:horsepower value just wasn't a persuasive bang-for-buck. Anyway, just looking for input and a lot of value with the response above. Thanks.

With regards to tuning an NA motor, I found this video pretty enlightening. Basically: On an NA motor, software alone will get you nothing. You need hardware to improve airflow + the software. The Magic of ECU Tuning - /ENGINEERED - YouTube
