I know I haven't been active over the last year or so but it is not odd at all. From my limited recollection, most people do swap a lower mileage engine in. The cost to rebuild is very extensive. Sure a "basic" rebuild is less but how many circumstances require only bearings rings and seals... not many.

Call up a couple builders and see how much it costs.
