The idea is to use it in your car that doesn't get driven so regularly. All the electronics put quite a drain on your battery and it is not unusual to discover your battery is dead or too low to start after the car has been parked a week or 3. This keeps the battery ready to go. Worth having if you leave the car parked over a week.

Yes the picture is a bit hard to tell what the other end does, but I'm surprised some people have never heard of something like this before.

I've got the same type of charger in my garage, HOWEVER, my 120/1/60 connector does not look like yours as shown in your photo.
He's probably wondering if he'll end up with a connector that only works in Somalia and surrounding territories.

What's being sold is a battery "tender" not a charger, and it's invaluable to maintaining a battery's life if you infrequently drive your car.
They sense battery drain and only replace what is needed. They would never "boil over" a battery.
I use them constantly, and every time the key is turned the car starts beautifully.
Newer cars have lots of electronics drawing on the battery even when the car is at rest. So, this is a key item to ensuring battery viability and life.
