Brand new. This lip will fit your 2002-2004 front bumper, and add about 10K to the looks of your car. ;o) Fit is very very good, and has a inner channel for your bumper to fit into... not like the other inexpensive front lips you will see for sale with no inner channel for your bumper to rest on.
