Make sure your vehicle is unlocked, then hold press your finger under the rubber latch button for about a second, you should then hear a small release...

Or maybe you didn't want to pay for the option so they took it around back and welded it....

haha, all this time I didn't know either. I showed my wife (its her daily driver) and she looked at me like wtf.
