Bit the bullet and drilled holes, actually looks ok as I had trimmed the border of the plate so it doesn't extend outside of the bracket. I gave up on the tow hook bracket because as turbostang had mentioned, parallel parking is very risky with the tow hook bracket. I already had had two incidents including, one where the car in front of me pushed the plate back into the bumper. Luckily due to the memory of the plastic in the bumper, the damage is almost imperceptible, but nonetheless there was just too much worry when parallel parking.
