One of my Benz's has that. Supposedly it is a personal umbrella holder; but I haven't seen an umbrella that could fit in there.

I have an umbrella in the passenger seat lower compartment. In the driver's side I keep a "Dirt Devil detailer" It is great for cleaning in the cracks of the seats and general clean up while on the road. If I recall it was less than 20 dollars. A charge seems to last forever. Works like a charm and is a perfect fit in the lower seat compartment.
