Diagnose key fob error

We just bought an 03 Turbo and it came with two keys. One works and the other one doesn't. I tried replacing the cr2032 battery on the one that doesn't work and the light comes on when I press the door button, but it doesn't work on doors or ignition (welcome to immobilization).

Is there any way to diagnose the error? Is it a loose wire on the transponder? Is the EPROM fried?

How much does Porsche charge to reprogram (I understand that the dealer has to request the code)?

I was just quoted 130.00 for programming at Roger Jobs Porsche in Bellingham WA. This was for a 07 997 TT key. Welcome to the forum.
