Im thinking of buying a cayenne and have two in my area that im interested in, there is a 2004 s with navigation and 50,000 miles for 19,900.
there is also a 2006 s titanium with 90,000 miles for 19,900.
are these good prices and is it possible to get a turbo for under 20,000?

Cayenne Twin Turbo or CTT. I'm in central west Michigan and there weren't many around here either. Most of the ones I found where in Chicago. But I did find mine here in Michigan. Good luck either way. IMO Turbo is the only way to go.
Best I can say is good luck and be patient. I wasn't pressed all that bad for time so it worked for me. But they are hard to find. I only ever can across 3 or 4. If your able to travel I know Denver Craig's List had a few.
I was looking for under 100k mile Cayenne S and Turbos just last month. I think the prices you found are on the mark for a dealer with a few thousand in wiggle room.

I would not buy a turbo anything that has 100k miles and is 10 years old unless it is a third car and very collectable, a CTT is not. I choose an 04S with 58k miles for 16.5k from the dealer last month. Car was a one owner 60k serviced local car with nav, roof rack, heated seats and other minor options and had the coolant pipes and drive shaft fixed.

This is to each their own opionon. I for one would not buy a 955 Cayenne S as it is just too unrefined compared to the 955 Cayenne Turbo.
As long as you find the right used car that has been taken care of and good options then there is no problem.

There is nothing unrefined with a CayenneS so if you are looking for one, don't hesitate. The S is superb. I would buy the one with the lowest miles between the two you identified. However, if it is not completely jazzing you, wait until you find one that does.
I'm just saying they are very different. A CTT with leather dash trim/alcantara headliner, nav, LCD cluster, heated seats, air suspension, bi-xenon headlights, twin turbo is more elegant than a CS with elephant dash material, no nav, no heated seats, no alcantara, old fashion cluster, halogen lights etc.

There is a 2004 Cayenne S in Chicagoland posted in numerous places on the internet that is a super car with 15k miles for about $24k. It is Meteor Gray with nice options and clean 1 owner Carfax. You should be able to find it with Google. Holler if you need a link.

I bought a CLK55 AMG from them years ago and they were great other than it was delivered with a flat tire/bent rim and a broken rear tow hook loop , don't know how they broke that steel tow hook loop. The only question I have about the car is that it is from New Jersey and I would never by a car that lived there during Sandy.
